On the occasion of the EU\u2013Western Balkans Investment Forum, held on 13. October 13\u201314, 2025 at the Palace of Congresses in Tirana<\/strong>, the European Commission (Directorate-General for Neighbourhood<\/strong> and Enlargement Negotiations \u2013 DG<\/strong> ENEST), the Montenegrin Investment Agency (MIA), and CWP<\/strong> Europe signed a Joint Declaration of Support for the development of the Montechevo<\/strong> Solar Power Plant and Battery Energy Storage System (BESS) project in the Royal Capital Cetinje,<\/strong> Montenegro. <\/p>\n\n

The declaration confirms the shared commitment of the signatories to accelerating the energy transition and strengthening regional energy security across the Western Balkans.<\/p>\n\n

CWP Europe plans to implement an investment worth over \u20ac1.1 billion, which includes the construction of the 400 MW Montechevo Solar Power Plant and a battery energy storage system in Montenegro, as well as a 600 MW wind power plant in northern Albania. These projects will contribute to the development of clean energy sources and to the integration of the regional electricity markets with the European Union. <\/p>\n\n

The Montechevo Project will combine solar energy generation with a large-scale battery storage facility directly connected to Montenegro\u2019s new 400 kV transmission infrastructure, maximizing the use of the country\u2019s strategic interconnections, including the high-voltage direct current (HVDC) submarine cable to Italy.<\/p>\n\n

The European Commission and the Montenegrin Investment Agency support this initiative, which is fully aligned with the objectives of the EU Growth Plan for the Western Balkans, contributing to positioning Montenegro as a hub for clean energy and cross-border integration.<\/p>\n\n

CWP Europe is a joint venture between the global renewable energy company CWP and Mercuria Energy Trading, a leading global energy and commodities group. The company is currently developing more than 10 GW of wind, solar, and energy storage projects across Southeast Europe, including Montenegro, Albania, Serbia, Romania, and Bulgaria.<\/p>\n\n

This declaration of support does not create any legal or financial obligations for the signatories, but expresses their common intent to cooperate in fostering the sustainable development of Montenegro\u2019s and the region\u2019s energy sectors.<\/p>\n\n
