Meetings Held with Strategic Partners within the AIM Project – Policy Accelerator

Within the AIM Project – Accelerating Investments in Montenegro, on 27 27. and 28 January 2026the first meetings under the “Policy Accelerator” programme were held at the premises of the Europe House in Podgorica. The meetings were dedicated to the implementation of four strategic initiatives defined and signed at the EU–Montenegro Investment Conference, held last year at Luštica Bay.

The meetings focused on accelerating reforms and improving the investment framework in four priority sectors: renewable energy, agribusiness, ICT/digital, and transport and logistics. Through a structured, action-oriented approach, participants discussed key regulatory and implementation challenges, with the aim of defining concrete measures that can swiftly contribute to strengthening Montenegro’s competitiveness and its further progress in the European integration process.

All meetings were opened by Mirjana Kojić, Acting Director of the Montenegrin Investment Agency, Bernard Brunet, Head of Cooperation at the EU Delegation in Podgorica, as well as representatives of state institutions that are partners in the implementation of the respective initiatives. The sessions were moderated by experts Anthony O’Sullivan and Jean-François Lengellé (BT2i).

Renewable Energy: Strengthening the Investment Framework for the Green Transition

The Montenegrin Investment Agency hosted a session within the Policy Accelerator for Renewable Energies, which brought together representatives of state institutions, European Union institutions, international partners, and civil society.

Through an open and constructive dialogue with the Delegation of the European Union to Montenegro, the EBRD, UNDP, expert bodies and non-governmental organisations, key aspects of improving renewable energy policies and strengthening the investment framework for the green transition were discussed.

It was concluded that strong coordination between the public sector, international partners and civil society remains essential for accelerating sustainable energy investments and for Montenegro’s continued progress on its path towards the European Union.

Agribusiness: Accelerating Strategic Investments and Strengthening Sector Competitiveness

As part of the ongoing activities, the Agribusiness Policy Accelerator was organised—an event dedicated to strengthening the investment framework and accelerating the implementation of strategic investments in Montenegro’s agro-industry sector.

The programme presented key development directions and investment opportunities, with a focus on improving the regulatory and infrastructure environment that can further encourage both domestic and foreign investors. Special emphasis was placed on identifying specific policies and measures that can contribute to faster development of the agro-industry and strengthen the competitiveness of the Montenegrin market.

During the session, thematic areas were addressed through an analysis of the current situation, a review of investment priorities, and discussions with relevant stakeholders, with a focus on developing practical recommendations and next steps. Particular attention was given to topics important for enhancing capacities and logistics, including storage, supply chains, and the potential of industrial zones.

The Montenegrin Investment Agency continues, in cooperation with institutions and partners, to improve the business environment and create conditions for new investments, with the aim of sustainable economic growth, job creation, and strengthening Montenegro’s export potential.

ICT/Digital: Accelerating Digital Transformation and Talent Development

A session within the Policy Accelerator for ICT/Digital was held, dedicated to discussing key policies that can contribute to accelerating digital transformation and strengthening Montenegro’s competitiveness.

The discussion placed special focus on designing a global entry programme as a strategic mechanism to facilitate the arrival and integration of international talent and highly qualified professionals, improving programmes to attract digital nomads as an effective tool for positioning Montenegro in the global digital economy, as well as developing targeted artificial intelligence training programmes for young graduates and entrepreneurs, with the aim of strengthening domestic digital capacities and innovation potential.

Through an open and constructive dialogue, the regulatory, institutional and implementation aspects of these policies were discussed, along with their potential contribution to improving the investment climate, fostering innovation, and ensuring the long-term sustainable development of the digital sector.

Strong cooperation among the public sector, international partners, the expert community and civil society was recognised as a key prerequisite for the successful implementation of these initiatives and Montenegro’s continued progress in the European integration process.

Transport and Logistics: Rapid Reforms for Greater Investment Attractiveness

At the premises of the Europe House in Podgorica, the first meeting within the “Policy Accelerator” programme was also held, dedicated to accelerating investments in Montenegro’s transport and logistics sectors. This event, organised in cooperation between the Montenegro Investment Agency and the European Union, brought together key decision-makers and sector experts with the aim of improving the regulatory framework and attracting new investments.

The “Policy Accelerator” represents a unique, action-oriented methodology that goes beyond traditional consultation mechanisms, with the goal of rapidly implementing high-impact reforms that can transform priority sectors within a six-month period.

During the intensive session, participants worked on assessing the current situation in the transport and logistics sector, reaching consensus on three priority reforms that will have the most significant impact on the investment climate in the short term, and developing a 100-day action plan for the implementation of one key reform, ensuring swift and effective delivery.

The session moderators guided the discussion towards identifying resources, key stakeholders and potential challenges in implementing the planned reforms. The meeting resulted in an agreement on specific accountability measures and the timeline for future meetings, laying the foundation for structured and measurable progress.

Through the AIM Project and the “Policy Accelerator” programme, the Montenegrin Investment Agency continues to provide strong support to reforms that improve the business and investment environment, translating strategic policies into tangible results—in support of sustainable economic growth, new investments, and job creation in Montenegro.
