
A workshop on Public-Private Partnerships (PPP) was held today at the premises of the Montenegro Investment Agency, in cooperation with the Embassy of the United States of America and the Commercial Law Development Program (CLDP) of the U.S. Department of Commerce.
The workshop was led by international experts with extensive experience in public-private partnerships and infrastructure projects:
- Mohammed Loraoui, Senior Counsel u CLDP-u, specijalizovan za privatne investicije u energetici, infrastrukturi i Power Africa inicijativi. Autor je više publikacija u oblasti energetskih ugovora i finansiranja.
- Conor Cunningham, International Program Specialist at CLDP, responsible for programs in Eastern Europe, including public procurement in Montenegro and Bosnia and Herzegovina. His experience includes academic research and fellowships in Moldova, Latvia, and the United States.
- Sam Beydoun, Senior Advisor at CLDP, with extensive experience in the development and implementation of PPP projects in transportation infrastructure in the United States, Illinois, and Virginia. He also lectures at the University of Maryland on innovative financing models.
- Michael Kerrigan, President of Delgany Advisory, with over 25 years of experience in infrastructure and more than 50 PPP transactions worth over $150 billion across Europe and North America.
During the workshop, participants had the opportunity to learn about:
- processes and procedures related to the identification and management of infrastructure projects,
- methods for building and maintaining project pipelines,
- financing and structuring options for projects,
- legal and regulatory frameworks that enable the successful implementation of PPP models.
Mr. Tye Sundlee, Deputy Chief of the Political-Economic Section at the U.S. Embassy, and Ms. Marina Milić, Economic Affairs Advisor at the Embassy, also attended the workshop.
The opening speech was given by acting director od the Agency, Ms. Mirjana Kojić, while the representatives of the Agency at this workshop were Ms. Merlina Tošić Šahmanović, assistant director in the Public-Private Partnership Sector, and Mr. Radojica Petrović, assistant director in the Investment Sector, along with officials.
The organization of this event reaffirms Montenegro’s commitment to developing transparent, innovative, and sustainable models of cooperation between the public and private sectors, in collaboration with international partners such as the U.S. Embassy and CLDP. Such projects contribute to the modernization of infrastructure, the improvement of the business environment, and the long-term economic development of the country.
