Montenegro Startup Index 2026: The First Comprehensive Overview of the Startup Ecosystem and a New Foundation for Investment Development

The Montenegro Startup Index 2026, developed by the Science and Technology Park of Montenegro with the support of the Ministry of Education, Science and Innovation and the Montenegrin Investment Agency, in cooperation with the partner Game Changer Montenegro, represents the first structured overview of the current state, potential, and development directions of the domestic startup ecosystem.

This document represents an important step towards regular, data-driven monitoring of the development of the innovation ecosystem, as well as a foundation for better understanding the needs of the startup community, improving support programmes, and creating conditions for faster and more sustainable growth of innovative companies.

The findings show that Montenegro is developing an increasingly active startup ecosystem, with a growing number of teams, a strong technological focus, and ambitions directed towards international markets. Although the startup scene in Montenegro is still developing, significant progress has been achieved in recent years through stronger institutional support and the creation of better conditions for the development of innovative companies.

When it comes to product development and market entry, the data shows that domestic teams are progressing through different stages of development. While some startups are still focused on validating ideas and testing their first product versions, it is particularly encouraging that 26% of companies are already market-ready and offer products available to users.

The business models of domestic startups demonstrate a strong focus on cooperation with companies. The most common model is B2B, used by 46% of teams, while a number of companies are focused on direct engagement with end users and the public sector.

The technological structure of the ecosystem confirms that domestic innovators are following global trends. Artificial intelligence and machine learning are the most represented areas, forming the foundation of 23% of startups, while software and automation account for 15%, and deep tech solutions represent 12% of the ecosystem.

The financial profile also reflects the stage of development of the ecosystem. Although many teams are still investing resources into product development and validation, almost half of startups already have paying customers, confirming that domestic innovative ideas are increasingly finding their place in the market.

The research findings point to key areas for further development – improving public policies, developing support programmes tailored to the needs of founders, and strengthening connections between startups, investors, funds, and international markets. A particular focus will be placed on creating better conditions for access to capital, improving investment processes, and developing mechanisms that will enable companies to grow faster and expand internationally.

The next phase of development will require stronger links between innovative teams, the business community, and investors, as well as an environment that encourages the creation and scaling of companies with global potential.
